Later, however, the old (pre-revolutionary, and post-revolutionary covert) russifying tendency reasserted itself, partly justified by the Marrist idea, partly just plain old russification under the paternalist Big Brother leadership of the Russian people, who were thus primus inter pares. It is no wonder this idea crashed and burned in 1991, and that the Soviet Union collapsed so easily, and that all the old hostilities and tensions between various national groups reemerged in all their old virulence. Soviet ideology about bourgeois nationalism and how it would wither away under socialism had totally masked and suppressed all the hostilities between various groups, rather than eliminate them. द...मुझे नहीं लगता कि भाषा का वर्गीय चरित्र होता है.<br />दरअसल भाषा तो समाज के सभी वर्गों के बीच संवाद का माध्यम है. हाँ, अपने देश में सरकारी कामकाज में अंग्रेजी के वर्चस्व को देखकर ऐसा महसूस जरूर होता है.लेकिन यह भी सोचने वाली बात है कि जब देश के शासको को जनता से संवाद करना होता है तो उन्हें भारतीय भाषाओं का ही सहारा लेना पड़ता है. उनमे से अधिकांश सोचते भी अपनी मातृभाषा में ही होंगे. बस खुद को जनता से विशिष्ट और श्रेष्ठ साबित करने के लिए वे अपने अंग्रेजी ज्ञान या शब्दों वाक्यों का प्रयोग करते हैं.जहाँ तक हमारे औपनिवेशिक अतीत के प्रभाव का प्रश्न है , एक जमाना था जब इंग्लॅण्ड और रूस में शासक फ्रेंच ही बोलते थे. लेकिन दरबार में, वहां आज किस भाषा का चलन है? अब रहा भाषाओं के ख़त्म होने के डर का सवाल, जब तक कोई समाज है तब तक भाषा का अस्तित्व बना रहेगा.संभव है भाषा मूल स्वरुप खो दे लेकिन व्याकरण तो पहले जैसा ही रहेगा शब्द भण्डार भले ही समाज के विकास के चरण के साथ बदल जाये. यहाँ संकट छोटे अविकसित सामाजिक समूहों के अस्तित्व पर है,जिन्हें उनके आस पास के बड़े सामाजिक समूह निगल रहे हैंarvind shekharnoreply@blogger.comtag:blogger.com,1999:blog-3781544463522842555.post-43352473282865247062009-11-27T14:58:00.072+05:302009-11-27T14:58:00.072+05:30कुछ कुछ समझा. पर भईया आप को हिन्दी तो आती होगी. हि...कुछ कुछ समझा. पर भईया आप को हिन्दी तो आती होगी. हिन्दी लेख पर टिप्पणी कर रहे हैं.अजेयhttps://www.blogger.com/profile/05605564859464043541noreply@blogger.comtag:blogger.com,1999:blog-3781544463522842555.post-17022700429804619872009-11-27T09:01:33.998+05:302009-11-27T09:01:33.998+05:30The early years of the Communist era were characte...The early years of the Communist era were characterized by an active promotion of the minority languages in the Soviet Union. It is difficult to separate benevolent from political motivations at this stage in Soviet history. Whereas Russian had been the official language in Tsarist times, in the new Soviet state, all of the peoples and languages were declared to be equal. There was no official language de jure and everyone was declared to have the right to education in his own language. Lenin wrote that "the workers support the equality of nations and languages... full equality includes the negation of any privileges for one of the languages" . Lenin spoke out vigorously against "Great Russian chauvinism", criticizing those who wished to make Russian the official language of the Soviet Union, although he undoubtedly held the language in high regard: <br />We know better than you do that the language of Turgenev, Tolstoy, Dobrulyubov and Chernyshevsky is a great and mighty one.... And we, of course, are in favour of every inhabitant of Russia having the opportunity to learn the great Russian language. What we do not want is the element of coercion... a compulsory official language involves coercion, the use of the cudgel <br />An obvious question to ask is why the Soviets were so eager and willing to promote national languages at the outset. Soviet language policy is inextricably linked with the Marxist-Leninist (and subsequently Stalinist) view of nations. The Soviet policy on nationalities is founded upon the "doctrine which traces the evolution of the human group from the clan to the nation, which is the ultimate outcome of the group"(Bennigsen and Quelquejay 1961:1).More specifically, Stalin defined a nation as "a stable and historically constituted human community founded on its community of language, territory, economic life, and spiritual makeup, the last contained in the idea of community of national culture"(cited in Bennigsen and Quelquejay 1961:2-3). Of these characteristics, "language is a nation's most obvious and important attribute. There is no such thing as a nation without a common linguistic basis"Anonymousnoreply@blogger.comtag:blogger.com,1999:blog-3781544463522842555.post-76816795345931146712009-11-26T06:33:58.442+05:302009-11-26T06:33:58.442+05:30ज्ञानवर्द्धक और रोचक आलेख. जान कर रोमाँचित हुआ कि ...ज्ञानवर्द्धक और रोचक आलेख. जान कर रोमाँचित हुआ कि कुमाऊँ क्षेत्र मे भी उन भाषा परिवारो की बोलियाँ हैं, जिन से (ग्रियर्सन के अनुसार) लाहुल और किन्नौर की कुछ बोलियाँ सम्बन्धित हैं. गढ़्वाल की निती, माणा बोलियों के बारे तो जानता था. <br />टुन्द्रा , टैगा, काकेशस की बोलियों पर क्या सरकारी नीतियाँ थीं, और नत्तीजतन ये बोलियाँ कैसे और कितनी विकसित हुई हैं, यह जानने की इच्छा अधूरी रह गई. आगे किसी पोस्ट पर उम्मीद कर रहा हूँ.अजेयhttps://www.blogger.com/profile/05605564859464043541noreply@blogger.com
